Caelum Government OPS (Government Operations and Political Science, AKA: "The OPS") is by the definition the, "World Government". They are responsible for keeping Caelum and its inhabitants in check for over 2000 years. The organization comprises of multiple continental leaders, and a universal President capable of emergency veto powers. However, over the course of its lifespan, more branches have been added such as Exodus, and the Arbiters of Steel.
This universal government was agreed upon all continental leaders, with the President being appointed from any of the Continental leaders. Once a President is appointed, a Continental leader must be replaced.
